ORA-12514
ORA-12514: TNS:listener does not currently know of service requested in connect descriptor
What usually causes it
The service isn't registered: the database is down, the PDB is closed, the service isn't started, or LOCAL_LISTENER points elsewhere.
What to check first
lsnrctl services shows what's registered. Open the PDB or start the service, then ALTER SYSTEM REGISTER.
